CQC Publishes New Guidance for Providers Delivering Health Care at Events

The Care Quality Commission (CQC) has published new guidance for organisations that provide health care or treatment at events, following changes to the law introduced by the government.

The regulator explained that the legal changes mean any provider delivering health care or treatment at an event will need to register with CQC if their service falls under the regulated activity of Treatment of Disease, Disorder or Injury (TDDI).

Applications for registration will open on 7 September 2026.

Earlier this year, CQC ran a consultation on draft proposals for the guidance, seeking views from providers and other stakeholders. The consultation, which ran from 9 May to 19 June 2026, drew 229 responses via an online survey, along with input from 42 attendees across three focus groups. Additional feedback was submitted directly by several organisations and individuals.

Having reviewed this feedback from providers, commissioners, stakeholders, the public and representative bodies, CQC has updated its existing Scope of Registration guidance to reflect the government’s legislative changes and clarify registration requirements. It has also produced new supporting guidance specifically for providers of the TDDI regulated activity, including worked examples covering different scenarios.
Alongside the guidance, CQC has published its formal response to the consultation, summarising the feedback received, outlining key concerns raised by respondents, and setting out how these have been addressed.

To give the events industry time to adjust and minimise disruption, the government is rolling out the new requirements in phases. During the first stage, running from 7 September 2026 to 1 March 2027, providers will be able to submit a new registration application, or, where relevant, update their Statement of Purpose if they are already registered with CQC for TDDI. A further period will follow during which CQC will process applications, ahead of the legislation coming fully into effect.

CQC’s monitoring, assessment, inspection and enforcement activity under the new requirements is due to begin on 6 December 2027.
